While it was believed to be reserved for large cities, insecurity is now spreading to medium-sized towns but also to the centers of small towns, which have so far been spared.
For a year, we investigated the heart of communities recently affected by delinquency, particularly under the influence of drug trafficking. After having conquered the outskirts of large metropolises, it now imposes its law almost everywhere in France. We are seeing the number of attempted homicides explode (+12% in one year) as well as intentional assault and battery (+50% since 2017). This climate of insecurity is now poisoning the lives of millions of French people. How did we get to this point and why are public authorities having such difficulty in curbing the phenomenon? It's a name that suddenly appeared on the delinquency map. Since this summer, the 37,000 inhabitants of Échirolles (Isère), near Grenoble, have seen a sudden increase in the settling of scores in the city center. The dealers have completely colonized an entire building right under the windows of the municipal police!
In an attempt to regain control of the situation, the mayor of the city ordered the evacuation of the building, an operation which caused a lot of noise in the media. We followed this entire operation and the upheaval it caused for dozens of residents who found themselves displaced from their homes. Formerly renowned for its relaxed lifestyle and student evenings, Rennes (Ille-et-Vilaine) is one of those cities where drug trafficking has spun its web in the space of a few years. The Breton metropolis now has more than thirty deal points, a number tripled in 10 years! Residents find themselves at the heart of a turf war taking place beneath their windows.
How can we put an end to this situation that the Minister of the Interior describes as “Mexicanization”? Another phenomenon today goes beyond public authorities: that of illegal immigration. In Lyon (Rhône), the Guillotière district has been facing the uncontrolled settlement of migrants for several months. Their number is such that a wild encampment has been set up in a square in the middle of the city. For lack of prospects, some of them risk falling into delinquency: cell phone theft, cigarette trafficking… Some even become the hands of drug traffickers.
Many are subject to an OQTF but as is often the case, these expulsion procedures are particularly complicated to put into practice…
