On the morning of Thursday November 21, 2024, the snow makes its return in Seine-Maritime, in connection with the Caetano storm.
5:34 p.m. The snowflakes stop falling
For the first time since mid-morning, the snow has stopped falling in the Elbeuf area!
The snow episode leaves, for the moment, very different depths of powder depending on the municipalities.
However, the passage of the Caetano storm should have new consequences, until Friday November 22, 2024, because Météo France maintain orange vigilance for the risk of frost and ice.
5:09 p.m. Homes without electricity
For the moment, the Elbeuf sector does not seem affected. But across Normandy as a whole, Enedis announces approximately 70,000 customers without electricitylate in the afternoon. Seine-Maritime is the least impacted department, with 3,000 customers without electricity.
5:03 p.m. Areas closed for security
In different municipalities, the decision was taken to close areas, such as parks, which could not be cleared of snow. This is the case for example in Saint-Pierre-lès-Elbeuf, in the Manoir park. During this time, officers were able to focus on roads and more strategic locations.

A little before 5 p.m., you have to be patient to go from Elbeuf to Rouen or take the route in the opposite direction. On theA13 motorwayin both directions, from La Bouille to Tourville-la-Rivière, traffic is slow.

4:01 p.m. Complicated situation on the roads neighboring the Eure
Around the Elbeuf agglomeration, the situation is also complicated on the Eure road network, in the Pont-de-l'Arche sector, around Louviers or on the Neubourg plateau, as reported by our colleagues from La Dépêche de Louviers.

In the Elbeuf metropolitan area, several bus lines are impacted by snowfall. Here are the lines concerned, according to the Tip Network:
- Line A: Feugrais hospital is not served
- Line B: terminus at the Les Arches stops in one direction and Saint-Cyr, in the other, in Elbeuf
- Line C: terminus at the Liéroult stop, in Saint-Pierre-lès-Elbeuf
- Line G: completely stopped until further notice
- Line F9: completely stopped until further notice
- Line 311: completely stopped until further notice
- Allobus service: completely stopped until further notice

2:15 p.m. The RD7 is passable, with caution
At the start of the afternoon, cars can travel on the RD7, a major axis which connects Elbeuf to the A13 via Saint-Aubin-lès-Elbeuf and Cléon. With the passage of vehicles, the road remains passable but it is slippery in places and motorists drive at low speed.
1:15 p.m. No school bus tomorrow
The prefecture of Seine-Maritime announces that the school transport will be suspended on Friday, November 22, 2024, due to a frost episode expected in the evening and night.
1:02 p.m. No disruption for buses
At 1 p.m., the Network tip took stock of the situation bus lines disrupted and those which are at a standstill. According to this communication, the lines which circulate in and towards the Elbeuf metropolitan area are, for the moment, not affected.
12:52 p.m. Middle and high school students who take the bus will return home
In their live broadcast, our colleagues from 76actu provide important information for students who use the school bus lines from the region to return home:
“Following the passage of the Seine-Maritime department into orange vigilance and the publication of a prefectural decree prohibiting the circulation of school transport from 6 p.m., this Thursday, November 21, the Normandy Region has decided to return certain students at their home. In particular “students from middle and high schools in Seine-Maritime, registered on school circuits numbered with 4 digits starting with 5XXX, will be taken care of for returning to their homes after lunch this midday (between 1 p.m. and 2 p.m.). The organization of these returns will be done in conjunction with the establishments which have been notified.
“Seine-Maritime middle and high school students registered on commercial lines, numbered 501 to 531, will be taken care of at the usual times, the traffic restriction only concerns school transport. »

If traffic is complicated on several axes around, snow is, at lunchtime, absent from the roads and parking lots in the commercial area of Tourville-la-Rivière.

In the town center of Elbeuf, the temperature is close to 0°C, but traffic has not yet been impacted. Be careful though of the sidewalks which are starting to become slippery.
12 p.m. Difficulties towards Bourgtheroulde
According to several reader testimonies, the situation is complicated on another hill which allows access to or exit from Elbeuf: rue de Bourgtheroulde.
11:44 a.m. Slowly towards the A13
A few kilometers further, the traffic is also complicated to get on the A13from Rouen, near Tourville-la-Rivière.
The cars move slowly while the snow remains on the road, despite the salting operations.
11:30 a.m. The Côte des Essarts at a standstill
In the Elbeuf area, the first difficulties began to arise at the end of the morning. At 11:30 a.m., for example, the Côte des Essarts is completely at a standstill in the direction of descent towards Orival.
Drivers are even forced to turn around before being trapped in traffic jams on the way down.
In the direction of the climb, the vehicles climb very slowly and some find themselves crabbing before straightening their vehicles in the bends.
