The 73 municipal councilors, from the 9 districts of Lyon, sit on the Municipal Council. In Lyon, the Council meets on average 10 times a year in public session at the Town Hall. He makes decisions in the areas of competence of the municipality through deliberations.
The 3 main powers of the Municipal Council are:
> A power to appoint its members within external organizations such as SEMs, boards of directors of associations, etc.
> Financial power: he votes on the budget, approves the administrative accounts presented to them by the Mayor as well as the management accounts of the receivers.
> A power to determine the human, material and legal resources of the city and to make decisions within all the powers of the City.
Before being put to a vote, any draft deliberation is studied within the framework of thematic commissions made up of municipal councilors.
The draft deliberations are sent to the Municipal Councilors before each meeting of the Municipal Council and submitted to the vote of all the councilors.
Certain draft deliberations are subject to prior review by the district councils for opinion.
