what is the Épervier plan, launched after the attack on the prison van?

The Eure gendarmerie triggered the Épervier plan to find the inmate who escaped after the fatal attack on a prison van this Tuesday.

A hunt began this Tuesday, May 14 in Eure after at least two prison officers died in the attack on their van which was transporting an inmate between Rouen and Évreux. The latter fled and is actively sought by the police.

To find him, the commander of the Eure gendarmerie group triggered the Épervier plan, BFMTV learned from a Source close to the investigation. This device led by the gendarmerie puts the different levels of command on alert and mobilizes all units on the ground for a given time and within a defined perimeter – here the department of Eure.

200 gendarmes mobilized

The space demarcated by the gendarmes is gridded to make it easy to locate a wanted person, whether in the context of a kidnapping or an escape like this Tuesday. Barriers are set up all around this perimeter in order to control anyone wishing to enter or leave it.

In detail, 200 gendarmes are mobilized in Eure, mainly departmental gendarmes but also other soldiers from neighboring departments (Seine-Maritime, Calvados, Val-d’Oise and Yvelines). Special resources are also involved: helicopters will fly over the area and the GIGN will go to the site.

In the past, the Épervier plan was notably triggered to find the Kouachi brothers after the Charlie Hebdo attacks in 2015 or even during the hunt for the robber Redoine Faïd in 2018.
