“We hoped for a recovery. It did not take place. » The notaries of Seine-Maritime and Eure are gloomy. This Thursday, October 10, 2024, they took stock of the state of the real estate market in the former Upper Normandy. And the least we can say is that the figures presented are clearly bad.

“We have never seen so many loan refusals”

To sum it up in one number: sales volume decreased by 23% in one year. Including a 50% reduction for new apartments. “It’s worrying,” summarizes Grégoire Ozanne, vice-president of the interdepartmental chamber of notaries. ” There is still a strong slowdown than that of last year. »

Different factors are put forward by notaries to explain this significant drop. The dissolution of the National Assembly, uncertainty, the Ukrainian and raw materials crisis, the announcement of possible tax increases… “Rental investment is blocked […] et THE first-time buyers have disappeared. » And to complete, “we have never seen so many loan refusals from banks. »

The old house market

Prices are falling everywhere (see table). In Seine-Maritime, there is only one area that provides satisfaction for notaries, this is the coastal strip between Dieppe and Le Havre.

“We are enough privileged», explains Franck Vannier, notary in this sector who dissects: “The initial prices were low and the volume of transactions in the second home market is very active. And villages are very popular. » For the rest of the department, « the market is sluggish“. With prices sometimes falling sharply.

Note that the best-selling properties correspond to old houses with six rooms or more. They represent 30% of transactions in Seine-Maritime.

The apartment market

The notaries announce that they will be vigilant about the announcement of the budget for the year 2025. And hope to see an extension of the zero-rate loan, adjustments to the capital gains tax and above all, once again the possibility to borrow over 30 years.

The most attractive city is Bolbec

Unsurprisingly, among the municipalities in which houses are the most expensive, we find the municipalities north of Rouen such as Mont-Saint-Aignan, Bois-Guillaume and Mesnil-Esnard. As well as Sainte-Adresse which displays a median price for a house at €330,000.

In the other direction, the most attractive municipality is called…Bolbec. “With €100,000, you buy a house of 80 square meters,” underlines a notary. Lillebonne, Le Petit-Quevilly and Oissel (which saw an 18% drop in prices), are also the cheapest municipalities.
