Being born overseas: not the same chances as in other regions of France

No real surprise, but an observation confirmed by an analysis by the government organization France Stratégie. Overseas nationals are less likely to obtain a higher education diploma, less likely to get a job, less likely to hold a management position.

Young people from Reunion and the West Indies are less likely to obtain a higher diploma. 25% less chance than other regions of France. It is also more difficult for ultra-marines to obtain work, i.e. -12% compared to French nationals.

Discouraging figures for students. To be more successful you would have to skip the sea.

The France Stratégie study shows that sedentary Reunion residents are up to 40% less likely to find employment. In addition to the gap in professional opportunities for the same level of study. The people who stay at the meeting suffer from a lack of qualifications. Conversely, 39% of Reunion Islanders in France have degrees, almost as many as metropolitan residents (41.3%).

Another problem for these graduates: it is difficult for them to return to work at the meeting due to a level of study that is too high for local demand.

“It’s been maybe 30 – 40 years, we’re mostly on the same model and we see that it’s not working. All the people from Reunion who leave every year and who don’t come back because they can’t come back. No work commensurate with their diploma, their knowledge and skills”, believes Mathieu Chambon, President of the Union of Students in France.

And when you graduate and want to get a job, things get stuck again.

35 to 45% less chance of reaching executive status. At the meeting, there were 8% or 15,000 people. The executive employment association attempts to promote Reunion Islanders in these positions.

“8% is not a lot and among these 8% there are only 40% who are natives of the territory. The margin for progress is still very significant in Reunion”, explains Indira Camalon, head of the APEC Réunion and Mayotte Center

To improve access to hiring, France Travail is developing a new recruitment method, including a Mentoring system between professionals and those looking for work.

“When young people enroll in the first year, there are 73% of young people graduates who have bac +3, bac +4, bac + 5 and others who are unemployed. After a year we drop to 16%. We still have to show that there are recruitment avenues”, adds the young graduate advisor – France Travail Sainte-Clotilde, David Théret.

Today, up to 60% of overseas workers work in the civil service.

One of the explanations would be competitive access which limits discrimination in hiring.
