The Minister of Digital Affairs asked Poczta Polska to provide information on the status of services provided by January 23, including: regarding reported errors regarding the implementation of the e-Delivery service and proposing corrective actions to improve the use of this service, the ministry said.

“From January 1 this year. the obligation to use e-Delivery by entities legally obliged to do so has been introduced. The Ministry of Digitization has been monitoring the process of using the service from the very beginning and provides Poczta Polska with all information on this subject on an ongoing basis. In connection with reports of some public entities regarding problems with the implementation of the registered electronic delivery service, which were forwarded to Poczta Polska, the Minister of Digital Affairs asked the president of Poczta Polska to provide information by January 23, 2025 on the status of services provided by Poczta Polska as the designated operator , including information on the repair of reported errors regarding the implementation of the service and presenting proposals for corrective actions to improve the use of e-Delivery,” we read in the announcement.

Poczta Polska is responsible for providing PURDE (fully electronic delivery) and PUH (hybrid delivery) services sent correctly by users.

“The terms and conditions for the provision of services of the designated operator indicate that a parcel sent via PURDE (completely electronic delivery) should reach the addressee within 24 hours. A quick response to reported technical problems is crucial to ensuring effective operation of the administration and citizens' trust in the state, and this is what we will expect from the Post Office,” we read further.

Technical problems are monitored on an ongoing basis at the Ministry of Digitization, and reports from some entities using e-Delivery are forwarded to Poczta Polska. They mainly concern the time of service implementation, the lack of presentation of some messages in inboxes and the inability to download message details, as also indicated in the information.

“The Minister of Digitization expects an urgent response from Poczta Polska. The Central IT Center team subordinated to the Ministry of Digitization is at the disposal of Poczta Polska to provide support in solving technical problems. An additional meeting with all stakeholders is planned in the near future to improve the processes related to the functioning of e-Delivery,” the announcement also announced.

At the beginning of 2025, the e-Delivery system became widely used as an electronic equivalent of traditional letter items with acknowledgment of receipt. From January 1, most offices, institutions and professions of public trust must provide citizens with the option of conducting correspondence through the new system. This means – as previously emphasized by the Ministry of Digital Affairs – the possibility of both receiving and sending deliveries in digital form.

In the first stage of implementing the new solution, this form of exchange of correspondence must be enabled by the majority of marshal's offices, district offices, city and commune offices, as well as public entities and representatives of public trust. Ultimately, all public entities and a large group of non-public entities must have an address and a box for electronic delivery.
