We have implemented an extremely ambitious plan: we have passed the halfway point in the KPO application – we have already submitted five of the nine planned applications. Today (December 27, 2024), the Minister of Funds and Regional Policy, Katarzyna Pełczyńska-Nałęcz, signed the 4th and 5th applications for payment from the National Reconstruction Plan.

We forecast that up to PLN 30 billion will flow to Poland next year from both applications (4 and 5). 2025 will be a time of investment – we plan to invest over PLN 90 billion from KPO. These funds will be allocated, among others, to: for new places in nurseries, access to broadband Internet, cardiological care in hospitals, energy transformation or improving the professional qualifications of adults.

The fourth and fifth KPO payment applications that were sent to the European Commission contain 41 milestones and indicators. They include the implementation of reforms and investments in areas such as: resilient society, mobility and clean and safe energy, as well as modern education and agriculture.
We will invest the money from the fourth and fifth KPO payment applications in 2025 in:

  • construction of a 250 km gas pipeline (Gdańsk-Gustorzyn);
  • 4 observation satellites (next year we will launch the first one, and the following year three more);
  • energy networks;
  • wind farms in the Baltic Sea;
  • heart hospitals;
  • creation of Industry Skills Centers (there are 10, ultimately there will be over 120) and training of 14,000 people in the above-mentioned centers; Ultimately, it will be 24,000. people;
  • passenger railway rolling stock;
  • broadband internet access; in total it will be several hundred thousand. households;
  • equipment 100 thousand classrooms in vocational schools and general education institutions with equipment for distance learning;
  • creation of 16 thousand artificial intelligence (AI) laboratories and science, technology, engineering and mathematics (STEM) laboratories in schools.

In 2024, Poland received a total of PLN 67 billion from the first three payment applications from the KPO. Over 90 percent of KPO funds are already available in the recruitment process.
