To support victims of cybercrime, the National Police, the National Gendarmerie and the Cybermalveillance.gouv.fr site offer the 17Cyber ​​system. Available 24/7, this free one-stop shop allows victims to quickly understand what type of threat they are facing and receive the advice they need.

When threats evolve, responses must follow

Delinquency and crime carried out using digital tools represent constantly increasing phenomena. Between 2016 and 2023, “digital attacks” on property (scams, online scams, etc.) increased by 8% on average per year. “Digital attacks” on the person (harassment, blackmail, hacking, insults, threats, discrimination) have increased by 9% on average each year according to the analysis of the Ministerial Statistical Service for Internal Security (SSMSI) published in April 2024.
In 2023, 278,703 digital-related offenses were recorded by internal security forces compared to 255,320 in 2022.
Cybercrime affects all categories of the population.

Supporting and protecting victims of cybercrime

Faced with “digital attacks”, the Ministry of the Interior and the site Cybermalveillance.gouv.fr are launching 17Cyber, the online assistance system intended for all victims of digital crimes: individuals, professionals, community agents …He offers a online diagnosis the type of injury suffered as well as advice and recommendations.
Example: you notice abnormal transactions on your bank account. You are clearly the victim of credit card fraud. Thanks to the online diagnostic tool, you will receive the following recommendations:

  • immediately cancel your bank card;
  • ask your bank for reimbursement of the amount of the fraudulent transaction;
  • report bank fraud on the Perceval platform;
  • file a complaint;
  • make sure none of your online accounts have been hacked.

For threats that require it, police officers and gendarmes are there to assist victims by giving them first-emergency advice and allowing them to take the necessary legal steps.

Fighting cybercrime
The 17Cyber ​​system is part of the fight against cybercrime initiated by the Ministry of the Interior with the creation of the following entities:

  • the Command of the Ministry of the Interior in Cyberspace (COMCYBER-MI)
  • the Anti-Cybercrime Office (OFAC)
  • the National Cybersecurity Training Center (CNFCyber).

At the same time, the Ministry of the Interior is continuing its training effort in the field of cybersecurity. Since January 2023, 750 cyber patrollers have been trained within the internal security forces. The mission of these specialized investigators is to detect and put cybercriminals out of harm’s way.
