Luminous balloons, flashing diodes and steaming mulled wine: these emblematic products attract crowds during the Festival of Lights. Downside: some of the sellers act illegally. These stands can be found in the busiest places such as Old Lyon and the Presqu'île. In 2022, the luminous balloon, sold between €5 and €10 depending on the buyer, was the star of wild sales.
The authorities are clear: these practices are prohibited and the sanctions will fall again this year. “We are primarily targeting massive alcohol consumption and stands that block flows,” explains Antoine Guérin, prefect responsible for defense and security. Concerning the sale of mulled wine by associations or students, a forbidden tradition although tolerated until now, the prefect remains vague as to its absolute ban.
A strict framework for traders
Even professionals must follow strict rules. Any extension of the right-of-way, such as widened terraces or additional equipment, is prohibited. The main arteries of the 1is 2e et 5e districts, including Rue de la République, Saint-Jean and Place Bellecour, will be particularly monitored. Takeaway sales in glass containers are also prohibited to avoid the risk of accidents and facilitate the movement of crowds.
These measures, provided for by a municipal decree of November 25, 2024, aim to guarantee the safety of visitors while reducing nuisance for local residents. In the event of non-compliance, fines may be imposed.
Preserve the friendly spirit of the festival
The Festival of Lights attracts millions of visitors each year, but excesses linked to alcohol and illegal stands are starting to pose a problem. To supervise these activities and preserve the event, the City of Lyon imposes strict rules. The goal is to offer a more respectful experience for everyone: visitors, merchants and residents. The authorities seek to maintain a balance between celebration and the tranquility of local residents.
With checks carried out by law enforcement and clear regulations, the City hopes that the 2024 edition – anniversary edition – will be synonymous with success… and calm.
