At the start of his communication, the President of the Republic congratulated the Senegalese people for their mobilization and their democratic maturity during the ballot for the election of deputies of the fifteenth legislature, held in calm and serenity. He congratulated the Government, in particular the Prime Minister, the Minister of the Interior and Public Security, the Minister of Finance and Budget, the decentralized administrative authorities (Governors, Prefects and Sub-prefects), the General Directorate of Elections , the diplomatic and consular missions of Senegal, the Autonomous National Electoral Commission (CENA), the National Audiovisual Regulatory Council (CNRA) and all of the Defense and Security Forces for the professional and transparent organization of early legislative elections on national territory and abroad.
The Head of State sent his warm congratulations to Mr. Ousmane SONKO, Prime Minister and President of PASTEF for his personal commitment and his leadership which allowed the party he leads to have an absolute majority in the National Assembly.
The President of the Republic reminded the Government of its particular attachment to the optimal implementation, according to the temporal sequences and defined sectoral priorities, of the vision of a sovereign, just and prosperous Senegal by 2050. He indicated the need for a coherent and pragmatic systemic transformation of Senegal. This collective challenge involves significant management of economic and social emergencies, the fight against the high cost of living and the increase in the purchasing power of households, access to basic social services, the development of employability and youth employment, the initiation of the “new technological deal”, the promotion of territories to make them basins of innovation, recovery and revitalization of the national economy, particularly in the driving sectors agriculture, livestock, tourism, mining and hydrocarbons.
The President of the Republic returned to the role of the National Assembly and its prerogatives which include the voting of the law, the control of the Government’s action and the evaluation of public policies conducted and coordinated by the Government. He therefore asked the Government, in particular the Prime Minister, the Minister of the Economy, Planning and Cooperation and the Minister of Finance and Budget to finalize the presentation to the Council of Ministers of the draft finance law for the year 2025 which will be examined within exceptional time frames.
The Head of State has, at the same time, magnified the quality of government work during the previous eight months of this exceptional year when Senegal organized two major national elections. He praised, at its true value, in this phase of rectification, adjustment and accountability, the exemplary mobilization of each member of the Government.
Referring to the marketing campaign for agricultural production, the President of the Republic asked the Government to ensure the preservation of the interests of producers, the fair remuneration of their production and the development of national industry with a view to consolidating economic sovereignty. He asked the Government to take all appropriate measures to adequately set the price of a kilogram of peanuts for the producer.
The Head of State also invited the Prime Minister and the Ministers responsible for Agriculture and Industry to define, in consensus with operators and industrialists in the sector, a method of intervention on the peanut markets. This will ensure the security of producers’ income and the modernization of the industrial tool for local processing of national peanut production. To close this chapter, he asked the Prime Minister to hold, as soon as possible, an interministerial council on the agricultural marketing campaign.
Speaking about the Biennial of Contemporary African Art, the President of the Republic congratulated the Minister of Youth, Sports and Culture, the Secretary of State for Culture, Creative Industries and Historical Heritage, the President of the Steering Committee of the Biennale and the entire cultural community which mobilized to ensure the success of this major event for Senegal and Africa. He also invited the Government to further support the organization of the Biennale, the next edition of which, in 2026, will coincide with the Youth Olympic Games.
He also indicated to the Prime Minister and the Minister of Finance and Budget the importance of promoting the acquisition of works of art by the State and the decoration of public buildings with paintings, tapestries and other products of our artists. To this end, he asked the Minister of Culture to intensify the modernization and production of the Decorative Arts Manufactures, based in Thiès, and to initiate a reflection on patronage to further promote Senegalese Art.
He underlined the need to develop a dynamic economy around Arts and Culture and to revitalize artistic creation through the execution of a Concerted Plan for the transformation of the National School of Arts and Crafts of Culture.
Senegal will commemorate the 1is December 2024, the 80th anniversary of the events relating to the “Thiaroye massacre”. In this regard, the Head of State asked the Prime Minister and the Minister of the Armed Forces to finalize the preparatory activities for this major international event, in memory of the Senegalese Tirailleurs and our former Combatants. The latter, whose heroic journeys must be taught to younger generations, have strongly contributed to the defense of freedom, dignity and independence of African countries.
Finally, the President of the Republic warmly congratulated the MMA World Champion of the “ONE Championship”, our compatriot Oumar KANE alias REUG-REUG, whose historic victory honors Africa.
At the start of his communication, the Prime Minister welcomed the renewed plebiscite of the Senegalese people for the project of systemic transformation of the country carried by the President of the Republic on the occasion of the early legislative elections. This reflects the positive assessment given to the achievements recorded during these first seven months in power, a guarantee of the holding of the promised ruptures. He underlined the obligation to work tirelessly to ensure the realization of the high expectations of the People in all areas.
In this context, the Prime Minister noted the need to finalize, over the next two weeks, the files relating to the roadmap for the year 2025 of the programs and projects of the Senegal 2050 Framework and the draft 2025 budget to be presented in the National Assembly. Furthermore, he welcomed the good management of the preparatory work for the commemoration, on 1is December 2024, from 80th anniversary of the Senegalese Tirailleurs Massacre in Thiaroye.
Finally, the Prime Minister highlighted the satisfactory rate of implementation of the government priority action plan over the period April-September 2024, urging Ministers to ensure the finalization of residual actions before the end of 2024, within budgetary capacity.
