Maurice Soudieck Dione: “To avoid duality at the top of the State, Sonko must be President of the Assembly”

Professor of political science at Gaston Berger University (Ugb) in Saint-Louis, Maurice Soudieck Dionne spoke about the posture of the Pastef leader after his overwhelming victory yesterday at the end of the legislative vote.

To the question of “what should the posture of Prime Minister Ousmane Sonko be?”, the political analyst replied: “For me, Ousmane Sonko, as head of the Pastef list, must be the president of the National Assembly. President Bassirou Diomaye Diakhar Faye must continue to lead the executive. This would avoid any form of duality, with each actor directing a distinct power.”

Professor Dionne is convinced that a technocratic head of government should be appointed, so that he is placed under the political and institutional authority of the Head of State.

Which would, in his opinion, facilitate governance and avoid dualities between the latter and his Prime Minister

“Due to his political strength, occupying the position of Prime Minister could be risky for Ousmane Sonko, because this position is often a “fuse” position, while he remains the central element of the political scene. It would therefore be preferable for him to be President of the National Assembly, because this would limit the risks of duality or competition at the top of the State,” added the teacher-researcher, insistently.

The academic underlines that such an approach would also create complementarity, like that which existed between Master Lamine Guèye and President Léopold Sédar Senghor.

“This diagram would be more relevant,” said Maurice Soudieck Dione.
