Under the supervision of the Minister of Higher Education, the National Center for Scientific Research alone embodies all the successes and failures of French public research. But many of its talents went abroad, where they found working conditions and remuneration that the CNRS was quite incapable of offering them.

However, the temple of French research is expensive, and even very expensive. According to data available on its site, its annual budget amounts to 3.8 billion euros. The budgetary “yellow” indicates that it has 1.7 billion euros in cash, which places it in sixth position on the list of the 438 richest state operators.
