National Education plans to cut 4,000 teaching positions

“We need to protect the school budget”Anne Genetet recently demanded in The Parisian. Has the new Minister of National Education been heard? “She constantly communicated with Matignon and Bercy to keep it at the highest possible level,” we assure you, rue de Grenelle. Nicole Belloubet’s successor was able to maintain it at 63 billion euros, or 834 million euros more than for the (almost) past year. Not to mention inflation.

Fewer teachers, more AESH

First information: the largest employer in (1.2 million people) is suffering the biggest cut in terms of personnel. 4,000 teaching positions will be eliminated, mainly in public primary education (-3,155 school teaching positions). As a reminder, at the last school year, 3,185 positions had not been filled in the public and private teaching competitions.

The government justifies this reduction by “the expected demographic decline”while classes should be cut by 97,000 fewer students (- 300,000 since 2017) next September (out of twelve million currently). The teaching unions hoped to take advantage of these declining numbers to significantly improve the supervision rate. “But it continues to fall,” for its part assures the ministry. “It will be at its lowest, with 21.4 schoolchildren per room on average. While the demographic decline should have led to -5,000 positions. » A figure to be qualified by the duplication of kindergarten classes in a priority education network.

Conversely, for “continue the policy of educational inclusion” initiated, 2,000 AESH positions will be created during the same period, announces the ministry. This will bring the total recruitment of these supporters of students with disabilities to 13,000, since 2022.

No impact on the reforms deployed

The measures launched at the start of the school year (knowledge shock, reward for internships in professional high schools) are not impacted. But while the maths and French needs groups were launched for 6th and 5th grades in college, does the 2025 budget plan to extend the system to 4th and 3rd grades?e as was envisaged? “The budget does not provide for it, Minister Anne Genetet will have to make arbitrations after analyzing this year’s results. »

The inflated “teacher pact”

What about the remuneration of teachers, who had seen their salaries increase in 2022. No general increase is planned on the pay slips. On the other hand, the ministry will allocate an additional 98 million euros to the “teacher pact”, in particular to continue to ensure short-term replacements in middle and high schools. Thanks to this system which allows them to be better paid, by carrying out additional missions, “two million hours could be ensured”, underlines National Education. “And this brought in €2,500 annually on average” for the participants.

Finally, will the reform of teacher training, blocked by the Ministry of the Economy before the summer holidays, take place? “It will not be implemented before 2026”indicates the Ministry of Education, which specifies that nothing has been decided.
