The finance bill debated in public session in the Assembly from October 21
After the conference of presidents which was held on Tuesday morning, a few hours before the start of the ordinary session, we know more about the program of the deputies in the coming weeks.
If next week will be mainly marked by the election of the six full judges and six substitute judges to the Court of Justice of the Republic, the deputies will also vote on two proposed resolutions aimed at opening commissions of inquiry: one on “the violence in the cinema, audiovisual, performing arts, fashion and advertising sectors”; and another on “failures in public child protection policies”.
Then, from Monday October 21, the deputies will begin the budgetary marathon with the start of the examination of the finance bill for the year 2025. They will begin, like every year, with the “revenue” section, including the Discussions in public sessions should extend until October 25, as decided by the conference of presidents.
A formal vote is planned for October 29, before the second part, on expenditure, is debated from November 5. But most deputies expect an adoption via recourse to article 49 paragraph 3 of the Constitution by Michel Barnier, in the absence of a majority to vote on the budget.
The second major budgetary text of the fall, the Social Security financing bill (PLFSS), will be discussed from October 28 in public session, with a solemn vote scheduled for November 5. But it could also be impacted by the use of 49.3. During the examination of these two budgetary texts, no less than ten 49.-3 could be used by the Prime Minister, i.e. as many opportunities for the oppositions to table motions of censure.
