Who today does not use mobile applications daily? Communicate, get information, be entertained, find your way, shop, defend yourself, meet, monitor your health… daily digital uses of French people are passing more and more through applications mobiles. Thus, in 2023, they will have downloaded an average of thirty apps and used their smartphone 3.5 hours per day. Just that!

However, the mobile environment presents more risks than the web for data privacy and security”, recalls the National Commission for Information Technology and Liberties (Cnil), determined to ensure compliance with the European Regulation on the protection of personal data (GDPR).

Well inspired, the CNIL has decided to publish official recommendations to professionals in the sector to limit these risks while raising awareness among the general public of these uses.

Instructions developed in consultation with sector players

Ces instructions are aimed at all stakeholders involvedin the development and provision ofmobile applications: publishers, developers, suppliers of development kits or operating systems and application stores.

After recalling the principles set by the texts, GDPR in mind, these recommendations :

  • clarify and frame the role of each actor ;
  • improve theuser information on the use of their data (contacts, photos, real-time location, health data, etc.);
  • remind that they must always ensure that the consent is informed ;
  • give advice.

They were elaborated at the end of a public consultation and in consultation with ecosystem stakeholders to help them design more privacy-friendly apps.

In the coming months, the CNIL will support professionals in the sector through webinarsbefore ensuring that they are in compliance with a control campaign from 2025.
