Olympique Lyonnais is not the only club monitored by the DNCG (National Directorate of Control and Management). The French football police also sanctioned Le Havre on Friday during the Norman club's mid-season hearing, even if the measures are much less severe than for OL. The HAC is thus subject to a control of its payroll and a ban on recruiting for payment.
This means that Le Havre has the right to bring in free or loan players but not to pay any transfer compensation. Measures already in place since last June and the club's last hearing. This summer, the club strengthened itself without spending on the transfer market. The HAC will have to continue in the same mode of operation this season.
A deficit of 10 million euros
Not really a surprise for the management of the Norman club, who expected a renewal of these measures. In conflict with the League regarding the distribution of CVC funds and handicapped by the drop in TV rights which affects all Ligue 1 clubs, Le Havre displays a deficit slightly above 10 million euros.
The club could take advantage of the winter transfer window to sell a few players and bring in cash, in order to have the measures lifted more quickly. Currently 17th in Ligue 1, Le Havre sees their situation becoming a little more complicated in an already difficult fight to stay on the field.
