Unsurprisingly, the National Assembly of Senegal rejected the bill to abolish the Economic, Social and Environmental Council (CESE) and the High Council of Territorial Communities (HCCT).

The position of rejection, taken in the Law Commission, was adopted this Monday by eighty-three (83) deputies, the majority of whom were from the BBY parliamentary group. Then, eighty (80) deputies voted against the rejection of this bill, and there were no abstentions.

As a result, the National Assembly of Senegal, in its majority, rejects the bill, initiated by the President of the Republic Bassirou Diomaye Faye, concerning the abolition of the CESE and the HCCT.

At the National Assembly, during the plenary session on the bill to abolish the HCCT and the CESE, the president of the BBY parliamentary group, Abdou Mbow, announced the filing of a motion of censure against the government led by Prime Minister Ousmane Sonko.

Indeed, according to Abdou Mbow, there is no urgency to submit this bill, especially since Prime Minister Ousmane Sonko has not yet made his general policy statement.

“After seeing all this, I say with my group, I will file a motion of censure tomorrow to bring down the government,” announces Abdou Mbow.

During a conference held this weekend, Cheikh Oumar Diagne sparked a strong reaction, particularly within the Mouride community. His statements, widely shared on social networks, have provoked a controversy that continues to grow. By evoking eminent figures of Islam, such as Cheikh Said El Hadj Malick, Cheikh Ibrahima Niass, Serigne Touba and Cheikh Omar Foutiyou, he highlighted their profound erudition and their ability to solve the problems of their time, while highlighting their varied intellectual contributions in fields such as science, history and literature.

However, one particular sentence sparked controversy. Cheikh Oumar Diagne claimed that the writings of these eminent scholars are not perfect and can be improved, because, according to him, there is nothing on earth that cannot be improved, especially writings. This remark caused an uproar on social networks and was picked up by some media, which saw it as an attack on the respect due to these religious figures.

Faced with the scale of the controversy, Cheikh Oumar Diagne published a clarification on social networks on Monday, September 2, to clarify his remarks. In his message, he recalled that, according to the Quran, Allah addresses people endowed with reason, and that human words must be understood according to the intention of their authors, not according to personal interpretations. He insisted on the fact that “tassawouf”, or Sufism, is a doctrine centered on the permanent quest for knowledge, love of one’s neighbor, peace and solidarity, and that those who manipulate the words cannot claim to follow this spiritual path.

MP Thierno Alassane Sall, also president of the party LA RÉPUBLIQUE DES VALEURS / RÉEWUM NGOR, and a virulent critic of the government, sent an official letter to the President of the Constitutional Council. This approach, dated September 2, 2024, aims to obtain clarification on a supposed decision rendered by this high court, relating to a possible dissolution of the National Assembly by the President of the Republic.

It all started with a statement made on August 29, 2024 by Ousseynou Ly, spokesperson and head of the digital unit of the Presidency of the Republic, during the 8 p.m. news broadcast on RTS1. According to Ly, the President of the Republic had asked the Constitutional Council for its opinion on the possibility of dissolving the National Assembly. The Council, according to the spokesperson, reportedly responded that this dissolution could be considered from September 12, 2024, but not before. This announcement provoked numerous reactions within the political class, particularly among opponents of the current government, who immediately asked for clarification on the legality and transparency of the decision.

Faced with this vagueness, Thierno Alassane Sall decided to officially refer the matter to the Constitutional Council. In a letter sent to the president of this institution, the MP expressed his wish to see this decision made public. He recalled that, in its decision No. 60/E/2024 of March 5, 2024, the Constitutional Council had clearly stipulated that all its decisions were binding on all and should be accessible to anyone who requested them. Sall argues that, given that this is the interpretation of constitutional provisions, transparency is imperative.
