new transformation in the way MRE businesses are managed

“We have decided to carry out a new transformation in the way of managing the affairs of the Moroccan community abroad. The institutions concerned will thus be restructured, so as to prevent the overlapping of their respective responsibilities and the dispersal of stakeholders and in order to ensure their adaptation to the new needs of this community,” affirmed the Sovereign in his speech addressed to the Nation at the occasion of the 49th anniversary of the glorious Green March.

To this end, added the King, “We have directed the government to proceed with the restructuring of this institutional framework around two key entities”, noting that the first of these entities is the Council of the Moroccan Community. ‘Foreigner who, as an autonomous constitutional institution, must fully assume its role as a framework for reflection and a force for proposals and reflect the representativeness of the different components of this community.

The Sovereign called, in this regard, to “expedite the adoption of the new law relating to the Council, with a view to its installation as soon as possible”.

The second entity, continued the King, is “the Mohammedia Foundation for Moroccans Living Abroad” which, once created, will become the operational arm of public policy in this area.

This new Foundation will be responsible for aggregating the responsibilities currently dispersed between a multitude of actors, and coordinating the development and implementation of the National Strategy dedicated to Moroccans living abroad, observed the Sovereign, stressing that This new structure will ensure the management of the “National Mechanism for mobilizing the skills of Moroccans living abroad, the creation of which We have called for and which We have included at the top of the missions assigned to the Foundation”.

“The aim is to pave the way for Moroccan skills and expertise established abroad and to support those carrying out initiatives and projects,” assured the King, specifying that this new institution is called upon to provide strong impetus for the linguistic, cultural and religious support of members of the community, all generations combined, thanks to the involvement of the ministerial departments concerned and the various stakeholders.

And the Sovereign added that the simplification and digitalization of administrative and judicial procedures for Moroccans established abroad are among the major challenges that the Mohammedia Foundation for Moroccans Living Abroad will have to take on.

“We are also keen to open new perspectives to members of the Community who are keen to invest in their country,” indicated the King, considering that it is inconceivable that the contribution of MREs to the volume of private national investments is limited to 10%.

The King took this opportunity to salute the patriotism of Moroccans residing abroad and their commitment to defending the sacred symbols of the Nation and contributing to the development of their country, affirming that “the matter of our territorial integrity is at a phase that requires the permanent mobilization of all.”
