The Bressuire municipal council meeting of Monday January 20, 2025 was one of the shortest in history. “The next ones will be longer”warns Mayor Emmanuelle Ménard about the upcoming budgetary orientation debate and municipal budget vote. In the meantime, elected officials have had plenty of time to look into video surveillance of household waste collection points.

One of the differences with the surveillance systems already in place lies in the contribution of artificial intelligence. “It will no longer be necessary to view twenty-four hours of video to detect suspicious deposits”explains Emmanuelle Ménard. The other difference is that the sanction is based on an administrative fine which exempts communities from a cumbersome and lengthy legal procedure.

“The message is clear: zero tolerance”

“As this falls under the mayor’s police power, we have more power”explains Emmanuelle Ménard. The mayor says she is ready to take into account extenuating circumstances but shows her fed up with untimely deposits. “We will see in the image if the containers are malfunctioning but the message is clear: zero tolerance. »

The fines provided for are dissuasive: €300 for a deposit of less than 1 m3€600 beyond, €500 for bulky items less than 1 m3€1,000 for larger bulky items if the offender is an individual. These fines increase respectively to 500, 1,000, 800 and 1,600 € if it is a professional and are further multiplied by the number of m3. They are all doubled in the event of a recurrence. The offender will have ten days from receipt of the fine to contest it.
