Mentioned by François Bayrou on Tuesday, the “anti-optimization tax for high wealth” will not be able to appear in the budget for 2025, due to the so-called “funnel” rule, affirmed the LFI president of the Finance Committee of the Assembly.

The tax aimed at limiting tax optimization for high net worth individuals, put forward on Tuesday by François Bayrou, will not be able to appear in the budget, assured Wednesday the LFI president of the Finance Committee of the National Assembly, Éric Coquerel.

In his general policy statement on Tuesday, the Prime Minister affirmed that the government was working on an “anti-optimization tax for high wealth”, and judged «possible» that this measure appears in the draft budget for 2025. But for Éric Coquerel, “it’s impossible” due to the so-called rule of “the funnel”he declared during a press conference organized by the Association of Parliamentary Journalists (AJP). This rule restricts the introduction of new measures into a bill after a first reading in Parliament. Only those having a direct link with the provisions remaining under discussion can be integrated.

However, the finance bill (PLF) having been rejected by the National Assembly, and the revenue part already voted on in the Senate, no article exists to be able to “attach” this tax on high wealth, according to Éric Coquerel. Neither in the initial text of the Barnier government, nor in the one modified by the lower house, specifies the rebellious president.

A government source says that there could be another text later, but that nothing has yet been decided. Examination of the finance bill, for its part relating to expenditure, resumed on Wednesday in the Senate, with a solemn vote on the entire text scheduled for January 23. A joint committee (CMP), bringing together seven deputies and seven senators, should then seek a compromise solution, during a meeting which could be scheduled around January 30.
