It is a declaration of love and confidence to civil servants that the new Minister of the Civil Service delivered this morning during the handover ceremony at the Rothelin-Charolais hotel. “To the civil servants of the State civil service, of the hospital civil service whom I know well since I also had the opportunity to chair a hospital supervisory board for eight years, to the civil servants of the territorial civil service whom I know even better since I had to manage local executives, I want to tell them one thing: I believe in you, I love you and I want to work with you.”
This first speech seems to echo the request for appeasement made by the CFDT Public Functions a few hours after the announcement of the composition of the government. In the space of three months, Guillaume Kasbarian had, by methods considered brutal, provoked the discontent of the agents who, on December 5, marched in the street to denounce the “deterioration of working conditions and remuneration”.
Start of the mine clearance operation
This morning, before giving up his place, Guillaume Kasbarian once again justified his action: “I assumed the responsibility of making savings, I reduced the budget of this ministry by 25%, I assumed the responsibility of freezing the index point, of eliminating the Gipa bonus, of reducing the absences that were too numerous, too costly. (…) these savings which weigh 2 billion euros have not pleased everyone but they are popular and are validated by Parliament where there is a majority to vote for them”.
Last stand for the outgoing minister, start of the mine clearance operation for the incoming minister. The latter, however, did not fail to emphasize the need to reform and, above all, to simplify: “We need to simplify, simplify, if I had to highlight a word which is in the title of this ministry and which will guide the action that I will carry out: Let’s simplify”. He also took care to remind us of the urgency “to provide solutions to absorb France’s debt”.
Throughout his speech, Laurent Marcangeli reaffirmed his attachment to Corsica. Paying tribute to his island predecessors in this position “Messrs. Giacobbi, Biondi, Dominati, Zuccarelli”he declared taking office “with humility” : “This job is very precarious, perhaps it has never been so precarious.”
