The plenary session at the National Assembly on the examination of the amending finance law (LFR) 2024 was marked by the incisive intervention of MP Aïssata Tall Sall, president of the parliamentary group Takku Wallu. During her speech, the elected official did not mince her words to denounce what she describes as illegalities in the process of adopting this law.

“How is it that you have already used up all these credits to come and ask us to pass the law? It was first necessary to pass the law before consuming the credits. But the elections are behind us! You are asking us to grant you credits of 20 billion that you have already spent for the elections. First violation of financial orthodoxy. This amending finance law is illegal,” declared Aïssata Tall Sall in front of her parliamentary colleagues.

To illustrate her point, the MP made a pictorial comparison: “It's as if a child took 10,000 CFA francs from his father's pocket, was going to spend it entirely, then came back to ask for a loan of 10,000 CFA francs. This is the first violation.”

Aïssata Tall Sall also pointed out the budgetary inconsistencies linked to this LFR. According to her, this law arises from a situation of tightening revenues, with an average value of 840 billion and an increase in expenditure of 600 billion, leading to an overall deficit of 1,500 billion.

However, instead of reducing spending, the government would have chosen to increase them: “On operations, you devote 1,676 billion to the LFR compared to 1,571 billion. You are increasing spending by 194 billion. Why, when you are asking us to tighten our belts, are you increasing these operating expenses?” she asked herself.

Finally, the MP concluded her intervention by denouncing the timetable for adoption of this law, which she considers to be another breach of budgetary rules. “This finance law is illegal, because it had to be presented during the financial year. We are four days away from the exercise,” she insisted.
