Without a majority, Michel Barnier could activate article 49.3 of the Constitution which allows approval without a vote, but exposes the government to a motion of censure. This would be submitted to the Assembly for a vote no earlier than Wednesday, and if the RN added its votes to those of the left, the government would fall.
