The restitution seminar of the evaluation of the Strategic Development Plan (PSD) 2019-2023, as well as the overall strategic diagnosis which will serve as a basis for the development of the PSD 2025-2029, constituted a key moment in the analysis of progress made, challenges encountered and adjustments necessary to ensure the success of future development strategies. General Manager Jean Michel Sène assessed the results of the last five years and the preparation of the roadmap for the years to come.
In his speech, Jean Michel Sène addressed the results obtained in relation to the objectives set in the PSD 2019-2023, highlighting significant achievements while recognizing persistent challenges. He stressed that the evaluation, carried out in a rigorous and inclusive manner, made it possible to draw valuable lessons which will guide the design of the PSD 2025-2029. The DG recalled that this evaluation process was not simply a retrospective, but a collective learning exercise aimed at strengthening the effectiveness of the actions carried out, correcting weaknesses and capitalizing on successes.
Jean Michel Sène thus insisted on constructive dialogue between the different actors involved in the development process, whether government institutions, private actors, development partners or citizens. He highlighted the importance of a participatory approach in the development of the future plan, where every voice will be heard and every challenge taken into account. .
From a more prospective perspective, Jean Michel Sène presented the broad outlines of the PSD 2025-2029, emphasizing the need to reinvent approaches to respond to the new challenges facing the country, both economically and socially.
One of the priorities of the future PSD, according to Jean Michel Sène, will be to strengthen digital infrastructure and promote social and economic inclusiveness, with an emphasis on high-impact projects for the most vulnerable communities. He insisted on the importance of innovation and entrepreneurship as main drivers of development, particularly in a context where youth represent a significant part of the population.
Closing his speech, Jean Michel Sène launched a call for collective commitment, emphasizing that the challenges ahead can only be met by uniting the efforts of all stakeholders in society.
