The fight against fraud in energy saving certificates (EEC) continues: in an interview with Le Parisien and published on November 26, 2024, the Minister of Energy Olga Givernet revealed the names of five players in the sector identified for have hijacked the device. Two big names, TotalEnergies electricity and gas of France, as well as Dalkia (subsidiary of EDF), are among those accused, alongside Teksial, Hellio solutions and Sefe energy.
CEE cancellations were, that same day, published in the Official Journal: 83 GWh cumac of classic CEEs and 324 GWh cumac of precarious CEEs for TotalEnergies electricity and gas of France; 15 GWhc (conventional) and 5 GWhc (precarious) for Dalkia; 384 GWhc (classic) and 397 GWhc (precarious), accompanied by a financial penalty of 2.4 million euros, against Hellio solutions; 740,580 kWhc (classic) and 269,500 kWhc (precarious) for Teksial; and 1.9 GWhc (conventional) and 51 GWhc (precarious) for Sefe energy SAS.
These cancellations represent, according to the minister, 6 million euros. She clarifies to our colleagues: “The five operators will also have to compensate for these cancellations by financing new operations.“. The government does not indicate the types of work that have been the subject of misappropriation. But, in June 2023, as a reminder, it is a significantly larger mass of files which were the subject of suspicion of fraud, in link with the cost for the overall renovation of an individual house, namely nearly 100 TWhc.
A blacklist to prevent recurrences
In the present case, the defendants are in any case accused of having requested CEE for renovation operations in private homes which have not been carried out, or whose results are insufficient in relation to energy savings. promised. Still according to the minister, the companies concerned produced false declarations by overestimating both the energy losses of housing, as well as the gain made by the renovation work.
Some of the suppliers identified had already been targeted by financial penalties. “TotalEnergies or Hellio have already been sanctioned respectively in December 2023 and July 2023“, recalls Olga Givernet.
