The Council of State is pleased to announce the appointment of Mr. Serge Ramel as head of the compulsory education service (SEEO). He will take charge of the service on 1is August 2025 upon departure of the incumbent, Mr. Jean-Claude Marguet who is retiring.
M. Serge Ramel is currently head of the SEEO pedagogy and schooling office. He holds a doctorate in psychology from the University of Lausanne obtained after a certificate for teaching in primary classes and a certificate for specialized teaching.
Il benefits from a rich career in the world of education as a specialist teacher, mathematics teacher, school psychologist, head of the Educational Resource Center for Special Education and co-director of the Training and Research Institute of specialized education in Lausanne.
MMr. Ramel can also demonstrate his managerial experience through several key positions at the Vaud University of Education (HEP Vaud), notably as dean for continuing education, additional training and educational resources, head of the Promotion and Communication Unit, HEP professor associate then ordinary and co-director of the International Laboratory on Educational Inclusion. He has also exercised various expert mandates with cantonal, Swiss or foreign educational authorities, notably as a member of the Foundation Board of the Swiss Center for Specialized Pedagogy (in Bern) or in groups of experts of UNESCO.
PThrough his training and professional background, Mr. Serge Ramel can demonstrate solid management skills as well as in-depth knowledge of issues related to teaching. His transversal strategic vision, his openness to the world and his rich experience, both academic and in the field, convinced the Council of State to accept his candidacy as head of the compulsory education service (SEEO).
