Positive budget balance of MAD 3.81 billion in 2023

The execution of the budgets of autonomously managed State Services (SEGMA), for the year 2023, presents a positive balance of around 3.81 billion dirhams (MMDH), indicates the Ministry of Economy and Finance.

This surplus is recorded mainly by SEGMAs working in the field of health up to 42.87%, and to a lesser extent by SEGMAs covering the field of public authorities and general services and that of equipment, transport and other economic infrastructures up to 21.57% and 21.22% respectively, the ministry said in a report on SEGMA, accompanying the finance bill (PLF-2025).

In terms of SEGMA revenue, for the year 2023, their overall amount reached 6,464.50 MDH, thus exceeding the amount of updated forecasts located around 5,055.91 MDH, i.e. an achievement rate of 127.86% , the report says.

In fact, own revenues recorded an amount of 2.42 billion dirhams against updated forecasts of around 1.37 billion dirhams, i.e. an overall recovery rate of 176.41%.

They are mainly carried out by SEGMAs operating in the health sector with a rate of 64.91%, as well as by SEGMAs operating in the field of equipment, transport and other economic infrastructure and in that of public authorities. and general services at 15.13% and 12.90% respectively.

The balancing allocations, paid by the general budget to certain SEGMA, amount to 918.93 million dirhams (MDH) in 2023 compared to 884.64 MDH in 2022, an increase of around 3.88% .

For its part, the total operating and investment surplus at the end of 2022 carried forward additionally to the credits for the year 2023 amounts to 3.12 billion dirhams, compared to 3.19 billion dirhams recorded at the end of 2021, i.e. a decrease of the order of 2.16%.

Thus, it should be noted that surpluses represent 48.29% of SEGMA revenues in 2023, compared to 37.50% for own revenues and 14.21% for balance allocations from the general budget.

Regarding the emissions of SEGMA expenditure for the year 2023, they amounted to 2.65 billion dirhams in 2023, compared to open credits of around 5.26 billion dirhams, i.e. a rate of overall emission of 50.37%.

By nature of expenditure, the operating expenses issued are of the order of 2.33 billion dirhams compared to open appropriations of 3.93 billion dirhams, i.e. an execution rate of 59.30%.

The investment expenditures issued, for their part, amounted to approximately 317.61 billion dirhams compared to forecasts of around 1.32 billion dirhams, i.e. an execution rate of 23.91%.

Note that 67.27% of the expenditure was carried out by services operating in the field of health, and 59.87% and 56.39% respectively by those operating in the field of recreational activities. and the area of ​​other social actions.

Furthermore, the coverage rate of expenditure by own revenue amounts to 91.39% in 2023, compared to 65.64% in 2022, an increase of 25.75 points which can be explained by the resumption of national economy and the recovery of margins lost during the Covid-19 crisis.
