The 2025 finance bill includes government measures capable of consecrating the social state, said Thursday in Rabat, the Minister Delegate in charge of Relations with Parliament and government spokesperson, Mustapha Baitas.
Responding to questions from journalists during a press briefing following the weekly meeting of the Governing Council, Mr. Baitas indicated that the Executive has increased the budget devoted to education to 85.6 billion dirhams. (MMDH), as well as the budget dedicated to the health sector which amounts to 32.57 billion dirhams.
These measures include in particular the construction of educational establishments, greater attention given to teaching staff, the settlement of a certain number of files, the construction of hospitals, investment in human resources, the increase in the number of doctors and the “massive investment” in medical equipment, he explained.

According to the Minister Delegate, the PLF also provides for the reform of income tax (IR) and support for the purchasing power of citizens through the allocation of 40 billion dirhams, including 16.6 billion dirhams for the Compensation Fund .
Stressing that the government has proceeded with the operationalization of family allowances, Mr. Baitas recalled that the medical coverage scheme (RAMED) was experiencing a “significant dysfunction” due to the delay in appointments. He also noted that “11 million people are now entitled to free public hospitalization, in addition to the right to access private sector services.”
The government official also highlighted the importance that the Executive gives to social dialogue, the cost of which currently stands at 45 billion dirhams, an “unprecedented” amount.
Furthermore, he specified, the government has allocated a budget of 340 billion dirhams for investment, 8.9 billion dirhams for the housing sector and 14 billion dirhams for the promotion of the employment sector.
