The government council adopted, Thursday, November 7, bill no. 54-23 modifying and supplementing law no. 65-00 relating to compulsory basic health insurance (AMO) and specific provisions. This project aims to establish a single organization for the management of health insurance plans in accordance with the provisions of Article 15 of Framework Law No. 9.21 stipulating the adoption of a unified organization, reports Assabah of the weekend (November 9 and 10).
Consequently, the mission of managing basic compulsory health insurance in the public sector will be entrusted to the National Social Security Fund (CNSS) in place of the National Fund of Social Insurance Organizations (CNOPS). The basic compulsory health insurance plan for students will be canceled since they will benefit from medical coverage in their capacity as beneficiaries.
The approval of this project was to take place during a previous government council but it was postponed due to a request from the unions who accused the Executive of not having developed this project using a participatory approach.
The adoption of this project will naturally lead to the dissolution of the CNOPS and the transfer of its assets and its members to the CNSS. A change of regime which raises questions about whether or not the advantages enjoyed by CNOPS members will be maintained.
A maintenance which seems unlikely because it will raise a constitutional issue relating to the principle of equality of Moroccans before the law, members of the same body being unable to receive different compensation, relays Assabah.
The absorption of the CNOPS by the CNSS is considered an absolute necessity to guarantee better management of financial risks and to ensure the sustainability of this regime.
