the FO Civil Service union denounces “an aberration” which “once again stigmatizes civil servants”

The government wishes to align the absence regime for civil servants with that of private sector employees. These measures are presented in the “expenditure” section of the 2025 finance bill (PLF).

“It’s an aberration, it’s not a measure of fairness, it’s not a measure of social justice”declared Monday October 28 on franceinfo Christian Grolier, the secretary general of FO Civil Service, while the government announced that it wanted to extend the waiting period for sick leave for civil servants, from one to three waiting days and limit their remuneration at 90% instead of 100% currently.

“To once again stigmatize civil servants by giving them a three-day waiting period is an aberration”denounced Christian Grolier, for whom “we add to the distress linked to health problems financial and social distress”. The government wishes to align the absence regime for civil servants with that of private sector employees. These measures are presented in the “expenditure” section of the 2025 finance bill (PLF) which begins to be examined on Monday in the Finance Committee of the National Assembly.

The Minister of the Civil Service, Guillaume Kasbarian, wishes to fight against absenteeism by “empowering agents”. “I find it scandalous that a civil service minister can allow himself to say that”reacted the general secretary of FO Civil Service. “To 'make us responsible' is to infantilize us and make us believe that when a civil servant is sick, he is not sick”.

These measures should enable the government to save 1 billion 200 million euros. The civil servants “already contribute largely to the reduction of public spending because unfortunately, we are reducing our salaries and we are not recruiting”recalled Christian Grolier. “We will not accept what they offer us”warned the unionist. “We will be ready to go as far as mobilization and including strike”he warned, while denouncing “an anti-civil servant government”.
