Casablanca-Settat: Lydec leaves, SRM arrives

The Casablanca-Settat region is today reaching a new milestone with the entry into service, on October 1, 2024, of the country’s first Regional Multiservices Company (SRM). SRM Casablanca-Settat now becomes the new manager of public services for the distribution of drinking water, electricity and liquid sanitation throughout the region.

As announced and explained previously, the creation of this new structure is part of the reform of the distribution sector as well as the process of implementing advanced regionalization. This new management model adopted is based on a financially viable regional structure, capable of financing significant investments to meet the growing needs of the region. The objective is also to improve the quality of service, technical performance and achieve the economic efficiency of public services.

Legally, SRM Casablanca-Settat is a public limited company created under law n°83-21 relating to regional multi-service companies (published in BO n° 7213 of 28 Hijja 1444 – July 17, 2023), with the aim of generalizing the access to essential services and guarantee the continuity of public service throughout the Casablanca-Settat region. Its main mission is to manage the distribution of drinking water, electricity and liquid sanitation throughout the region, while respecting the principles of public services, in particular continuity, adaptability and equality between users. This mission was entrusted to it for a period of 30 years as part of a management contract with the Groupement des Collectivités Territoriales Casablanca-Settat for distribution.

Financially, the capital of SRM Casablanca-Settat amounts to 200 MDH, distributed between the State (25%), the Casablanca-Settat Territorial Communities Group for distribution (40%), the Casablanca Region -Settat (10%) and ONEE (25%).

Regarding its scope of action, SRM Casablanca-Settat operates throughout the territory of the Casablanca-Settat region, namely the two prefectures of Casablanca and Mohammedia as well as the seven provinces of Nouaceur, Médiouna, El Jadida, Sidi Bennour, Settat, Berrechid and Benslimane. It manages drinking water, electricity and liquid sanitation distribution services for more than 7 million residents.

SRM Casablanca-Settat is committed to implementing an ambitious investment program of more than 60 billion dirhams over the period 2024-2054. This program aims, among other things, to rehabilitate, strengthen and extend the drinking water, electricity and liquid sanitation distribution networks in order to meet the growing needs of the region, while ensuring the preservation of resources.

Youssef Ettazi, general director of SRM Casablanca-Settat, explains that the public service mission of SRM is clear: “Ensuring quality essential services on a daily basis to citizens and economic operators in the largest economic region of the Kingdom, offering every citizen has equitable access to vital services, while ensuring sustainable management of resources. The challenges are numerous. We must anticipate and respond to the growing expectations of the inhabitants of a rapidly expanding region, while taking into account the challenges of sustainable development and the scarcity of resources. Our teams are mobilized to build a solid and efficient company, serving the improvement of the living environment of our fellow citizens and the sustainable development of our region. Our ambition is to make our SRM a model of operational excellence.”
