Four out of ten higher education staff members believe that their workload will (significantly) increase due to the modifications to the Higher Education Landscape decree which will have to be voted on Thursday afternoon in a plenary session at the Wallonia Federation. Brussels, according to an investigation carried out by the CSC.

According to the results of this survey, carried out among 1,200 higher education staff, 47% of respondents say that the Glatigny reform has had (significant) consequences on their work. Among them, 88% say that their workload will (significantly) increase due to the changes voted on in the Commission last week. As a result, 4 in 10 staff members expect their workload to increase following the recent changes. Only 34% of respondents believe that the change in the reform will have no impact on their workload.

Reform of the Landscape decree: the Council of State could be referred urgently

The CNE, CSC Education and CSC Public Services denounce “the deterioration of the working conditions of all higher education staff members, too often forgotten in the current debate”. The trade union organizations support “a refinancing of higher education and the exit from the closed envelope to hire more staff and support the democratization of higher education”.

In the short term, to deal with this situation, the unions are proposing in particular to “hire more staff”, to “put other tasks or projects on hold for the time necessary to implement the reform”, and to provide “more IT support and paid overtime.” They also ask that “centralized and updated statistics on all students be made accessible on the website of the Academy of Research and Higher Education (Ares)”.

In the medium term, refinancing higher education is urgent to increase teaching supervision rates, reduce staff workload and improve accessibility to higher education.
