Joe Biden's government presented, Monday, January 13, new rules on the export of chips specialized in artificial intelligence (AI) to prevent its adversaries from having access to the latest innovations. “The United States today leads the world in AI, whether it's the development of AI or the design of specialized AI chips, and it is essential that it the rest”declared Gina Raimondo, the Minister of Commerce.

In October 2023, it unveiled restrictions on the export of the most efficient chips to China, in particular components used for AI, to prevent their use by Beijing for military purposes. Washington wants to impose new authorizations to be obtained for exports and transfers of sophisticated computer chips, in an expanded list of countries, and strengthen controls on the dissemination of the parameters of the most sophisticated generative AI models.

The European Union (EU) reacted by saying it was “concerned” by the restrictions on exports of artificial intelligence technologies, announced by Washington. “We believe it is also in the interests of the US economy and security for the EU to purchase advanced AI chips from the US without any restrictions”underlined the Commission in a press release.
