For several weeks, the Because of the Heart of the Restos du Coeur do not park more about Chapu Squareits usual place of distribution in Melun (Seine-et-Marne). From now on, the device welcomes its beneficiaries on the parking Chamblaina website much less visible et far from optimal according to the volunteers. A decision that arouses interrogations and critiques.
A new, unsuitable location
The movement of the Car du Cœur stems from a complaint expressed by the school located near Place Chapu. Indeed, the students and their parents would have been bothered by the presence of the beneficiaries, often waiting on the benches in the square before the bus arrived at 7 p.m.
“The school and the parents of the students expressed their discomfort regarding the presence of these people,” explains Jean-Pierre Pierrain, member of Restos du Cœur.
Melun town hall also highlighted issues related to traffic. “There was a traffic flow problem. There is a lot of movement outside the schools, and this could increase traffic,” she said in response. These concerns led to the invitation to move the bus to another site.
Although the Chamblain car park was chosen to accommodate the system, this change is not unanimous. Located at the exit of the penetrant, the place suffers from a lack of lighting and unsuitable conditions for volunteers and beneficiaries alike.
It's a very poorly lit place and as soon as it rains, it's mud.
“It’s not ideal for the furniture, the volunteers, and especially the beneficiaries,” laments Jean-Pierre Pierrain.
-The developments carried out by the municipality were not enough to remove all the constraints. If the town hall claims to have “plugged all the holes” to make the bitumen more passable, volunteers continue to point out difficulties, particularly in the event of bad weather.
A weakened mobilization
In addition to material conditions, relocation raises issues of visibility and accessibility. The Chamblain car park, which is more out of the way, risks complicating access for certain beneficiaries, in particular those coming from outside Melun.
“It may be more complicated for some to come to this location, but they still need to be aware of this change and be able to locate where we are,” warns Jean-Pierre Pierrain.
Another fear raised by the association: the impact of these conditions on the commitment of volunteers. “If the situation persists, we could lose our volunteers. Of course, volunteers mobilize to help their neighbors, but with good conditions,” insists the representative of Restos du Cœur.
For now, the relocation remains temporary. Those responsible for Car du Cœur hope for improvements in the coming weeks, both logistically and in welcoming beneficiaries. “It can only get better,” concludes Jean-Pierre Pierrain, not without a call for vigilance.
The challenge is therefore to reconcile solidarity and local constraints, in a sometimes precarious balance. A case which highlights the complex issues of humanitarian actions in urban areas.
