A seminar on the transformation of Public Local Employment Services (SPEL) into Local Employment Committees was organized this Tuesday, November 5, 2024 at the territorial hotel as part of the implementation of the law for full employment in from January 1, 2025.
This work sequence took place in the presence of Karine Cresson-Ibris, 12th vice-president of the Territorial Collectivity of Guyana (CTG), delegate for employment, integration and professional training, and brought together representatives of the State and all institutions linked to employment to work collectively on this major transformation.
A seminar to structure employment at the local level
This seminar marks a decisive step for the organization of employment in Guyana, by strengthening the territorial network in order to make services more accessible, personalized and efficient. The creation of local employment committees aims to bring together local stakeholders – employment institutions, communities, businesses, associations – around the same dynamic of development and professional integration, by adapting actions to each area. of employment.
Goals
This involves preparing the transition from SPEL to local committees, with four major areas of work:
1. Strengthen territorial collaboration: By creating a denser territorial network, local committees will facilitate cooperation between the different employment stakeholders.
2. Share good practices: Participants were able to discuss effective practices already in place in SPELs and identify suitable solutions for future local committees.
3.Prepare for organizational changes: An evaluation of the current SPELs made it possible to target the necessary adjustments to ensure a smooth and optimized transition to the local committees.
4. Integrate digital tools: Technological tools will play a central role in simplifying support and supporting job seekers in their efforts.
Two work sequences for a collaborative approach
The seminar was organized around two main sequences:
Sequence 1: Assessment of SPELs
The participants analyzed the strengths and weaknesses of existing SPELs. The objective was to identify practices to be promoted and areas for improvement, with a view to better responding to the specificities of each Guyanese territory.
Sequence 2: Co-construction of ideal local committees
By employment area (CACL, CCDS, CCEG and CCOG), working groups have defined their vision of an “ideal local committee”, based on the needs and challenges of each sector. This reflection made it possible to address the operating methods, the necessary resources and the objectives for each committee.
This seminar resulted in the development of a collective roadmap which will guide the establishment of these local committees from 2025. This roadmap integrates precise orientations, shared commitments, and a common vision for employment in Guyana. Pending the implementing decrees for Overseas Territories, this transition to local committees is fully in line with the objectives of the law for full employment, aimed at improving the professional integration of Guyanese by promoting local solutions and durable.
The Territorial Community of Guyana is fully committed to this ambitious project, in collaboration with the State and employment stakeholders, aiming to offer each job seeker access to local services and enhanced support.
