It's a letter from opposition group to the departmental council, co-signed by Benoit Arrivedmayor of Cherbourg-en-Cotentin (Manche). He addresses, “with seriousness”, to Jean Morin, its president.

Sixteen reception places
Among the topics of discussion, seize places medical reception establishment (EAM), co-financed between the Department and the ARS. These aim to offer a support for people with multiple disabilities.
The Department, explains Acais, would have decided to disengage from co-carrying in its quest for savings.
These places are vital to meet the needs of families in the department and represent a strong commitment made five years ago. While today it is appropriate to no longer speak of a project but of a partially open establishment which will reach its full capacity at the end of 2025, that buildings are emerging from the ground and that people are already welcomed (13 people are already supported in 22 places authorized), we learn that the Department is considering withdrawing its funding, thus breaking the word given.
“Preserve this essential device”
Could the ARS, alone, take charge of the project?
According to our information, the Department's participation would represent around 700,000 euros. What, say the elected officials and the structure, “endanger” viability of Acais. At least, “sustainably weaken” it.
Behind every funded place are people whose right to support is put at risk. How can we justify such a budgetary choice when the expenses incurred by the Department were initially aimed at meeting the essential needs of our fellow citizens? This break in the commitment of the departmental council, which we strongly denounce, is a decision which does not correspond to the values of mutual aid and solidarity that we must defend together.
“Collective responsibility”
The subject, asserts the departmental opposition, was raised neither in committee nor in plenary assembly.
In support of Acais and its beneficiariesthe elected representatives of the opposition ask the departmental executive to reconsider this decision.
Faced with the real and urgent needs of our fellow citizens with disabilities, maintaining this co-financing with the ARS is a collective responsibility. We hope that together, through dialogue and consultation, we will manage to find a solution to preserve this essential system.
