in Seine-et-, an allowance to support young people after they turn 18

“The observation is unanimous: in society, many young adults at risk are often former children passed through social assistance for children (Ase). It may be difficulty accessing employmentau accommodation or problemsaddiction. A quarter of the young people supported by Ase in Seine-et-Marne are also in disability situation. »

Building on this inventory, Anne Gbiorczyk, the 4e vice-president of departmental council in charge of children and families, and the community of Seine-et-Marne have just launched a new devicewhose vocation is to enable young people who, at 18 ansleave the support of the Ase, switch to autonomy that they didn’t have before.

Assistance of €653 per month renewable every six months

On September 26, 2024, the elected official had the departmental council vote on creation of a young adult allowance : “In the law, the support of the Ase ends at 18 years old. Suddenly, young adults find themselves alone and destitute, because they no longer have a professional or a host family around them,” explains the elected official.

To continue to help them, the Department has therefore worked on a global support system for autonomy, the objective of which is to keep in touch with these young adults by securing their exit from the Ase.

“We will bring them financial assistance of €653.70 per monthrenewable every six months up to 21 years oldsubject to a passage before a commission which will regularly examine the dossiersannounces the departmental advisor. We will study their projects, we will look at where they are in their school career and if their future project is consistent with what they have already accomplished. »

“Supporting young people leaving child welfare to build their future”

Concretely, this financial assistance represents €7,600 per year and by young person. After a first interview at 16 aiming to draw their perspectives and encourage them to think in advance about their future, future adults will have to build an Access to Autonomy Project (PAA) to best prepare for their exit from the Ase.

“All this will be done between the ages of 16 and 18,” explains Anne Gbiorczyk. To do this, the Department has agreed with the national association La Toulinespecialized in supporting young adults from Ase. We will subsidize it to the tune of €160,000 per year. »

In Seine-et-Marne, La Touline will be represented by the Apprentis d’Auteuil. The foundation will help young people leaving Ase to open a bank accounthas find accommodation, but also to apply for a job : “This will range from writing a CV, a cover letter, to preparing for a job interview, including getting a work-study program,” illustrates Anne Gbiorczyk.

Before concluding: “Thanks to this allocation, we absolutely want avoid route breaks which are often definitive. We have to be there for these vulnerable young people. They can very quickly become easy preywhile these are often people who have to talent and qualities which they ignore. »
