There are only two of them to manage the delegation of aid to the victims of the Yvelines (DAV78): Major Fabienne Boulard and Emma Gaber. Yet between sexual and sexist and intra -family violence, the days are well loaded. Even if the two women do not receive victims in their premises – the Versailles police hotel – it does not mean that they do not help them. “We are platforms” sums up the state official, as when they connect the chats of the victims support platform (PNAV) to the right associative interlocutor.
In addition, the DAV 78 coordinates the actions of social workers and psychologists in the police station as well as that of victims assistance associations. Because on this side, the Yvelines are rather well garnished with among other RevCO (network violence network) or CAPVIF (Coordination Action Prevention Intra-family violence). In addition, it sets up various actions to facilitate the route of victims such as good taxis. “These are taxis that are trained to pick up the victim when he has to move to the medico-judicial unit,” explains Fabienne Boulard. There is also the management of hygiene and food kits within the police station because “file complaint for domestic violence can take four or five hours”.
The victim assistance delegation helps all women, even those in an irregular situation. “They ignore it most of the time, but by complaining, they get a momentary residence permit,” recalls the Major. Put link, homogenize practices, assist the victims, the DAV has another cap: training. This year, more than 1,000 people were trained in the theme of violence against women. This concerns both municipal agents, as those of hospitals or even the police itself. “There is a certain satisfaction when they say” we refuse the complaint, it is no longer a subject “” concedes the police officer.
-Fabienne Boulard and Emma Garber are currently working on several projects, starting with taking a complaint outside the walls. “We prepare a typical letter and especially we want to do more than” go to “” indicates the pair of the Major. They also seek to sign an agreement with hospitals for the collection of evidence without complaints. In the event of rape, for example, the conclusions of doctors will be kept for three years. Thus, when the victim files a complaint, the policeman send a requisition to the hospital and can recover them. “It is a first step even if with traumatic memory, memories can be triggered 10 or 20 years later” notes the manager of the Yvelines DAV.
A year after its launch, the success of this delegation was not doubtful thanks to the major who counted 35 years of service in the police, 20 of which are training their colleagues on violence against women. This allows the DAV to have the total confidence of Olivier Dimpre, the interdepartmental director of the National Police of Yvelines.
