The French Development Agency (AFD) highlights Morocco as a pioneer in Africa in terms of administration open to listening to users. In its book “The African Economy in 2025”, presented in Paris by its Director General Rémy Rioux, the AFD underlines that, since 2013, the improvement of public services has constituted a strategic axis of Moroccan public policies.
The book highlights the efforts of Moroccan communities, notably Larache and Chefchaouen, which have been pioneers in integrating citizens into the design of public services. In 2022 and 2023, all communities have been invited to propose a local Open Government Partnership program, an initiative that strengthens transparency and efficiency in administration.
The report also explores the challenges and opportunities linked to the rise of artificial intelligence in Africa, highlighting Morocco as a key player in this transformation. According to the AFD, the Kingdom has placed AI training at the heart of its higher education strategy, as part of its national plan to accelerate digital transformation.
Furthermore, the AFD underlines the economic dynamics of the continent, with African growth expected at 4% in 2025. However, massive investments remain necessary to initiate a lasting structural transformation. The Agency has thus committed 5 billion euros to Africa in 2024, an increase of 10% compared to 2023.
