In its drive to modernize its networks, Seine Normandy Agglomeration (SNA) has decided to continue its annual updates of collective sanitation tariffs anddrinking water in 2025. Non-collective sanitation sees its prices unchanged (€25 for the annual fee and €120 for the inspection of works during building sales).
The new prices
As a reminder, the collective sanitation fee makes it possible to finance the operation of the service including: the operation of networks and equipment under public service delegation; THE investments aimed at meeting the needs for network rehabilitation, new connections and the installation of new structures. In 2025, the variable part of this fee for SNA is +2.5%.
Regarding drinking water, here are the rates applicable since 1is January 2025 and voted on by elected officials:
€1.239 excluding VAT per m3 for the variable part.
€31.659 excluding VAT per year, for a DN 15 connection for the fixed part.
€55.391 excluding tax for access fees to the service for any new contract taken out from 1is January 2025.
€0.090 excluding tax for the preservation of resources (Water Agency).
-Reform of the water agency
Added to these prices is a reform of thewater agency which led to the abolition of royalties water pollution (water) of domestic origin and modernisation collection networks (sanitation).
Instead, three new charges were created: one on the consumption drinking water (due directly by the user with their water bill); one for the performance of drinking water networks (due by the community); one for the performance of sanitation systems (due by the community).
“The charges on the “drinking water” performance and on the “sanitation” performance will appear on the water bill. “This is an equivalent value set by the subject community and applied by the service which ensures billing to users of the public water or sanitation service,” explains the Water Agency.
Consequently, and to balance the budget, SNA must create a counter-value for each of the royalties. Concerning collective sanitation, it was voted to set at €0.027 per m3 the amount of the “performance of collective sanitation systems” counter-value. For drinking water, the “performance of drinking water networks” counter-value has been set at an amount of €0.017 per m3.
A new tax that questions
This reform raised questions and Gabriel Sino, elected left-wing opposition, who also abstained at the time of the vote. “On this deliberation I find that there is the creation of three new taxes which will ultimately be borne by the user. The creation of these taxes poses a problem to me,” the latter underlined.
An argument to which Frédéric Duché, president of SNA, quickly responded:
“I felt that you didn’t understand. There is no new tax, it is the water agency which is imposing this reform on us. Before you had pollution fees which were imposed by the water agency. The reform that we learned about only a few weeks ago requires us to deliberate today. On the other hand, it is not the community which decides on the creation of a new tax. This tax goes directly into the coffers of the water agency. »
