Staying the course for 2025. After a year at the head of CH Eure-Seine, Jérôme Rifflet, director of the establishment, sent a message full of hope to the staff present for the greeting ceremony on Thursday January 16 in Vernon ( Eure).
“This year has been, for me, a year of discoveries, great encounters, but also and above all of projects. Together, we faced important challenges: the daily management of our activities in an always complex health context, the mobilization to improve our working conditions, or the ongoing efforts to continue to provide patients with quality care. I would like to thank each and every one of you doctors, caregivers, support staff, management members, for your commitment,” said the latter.
An encouraging assessment
As usual, this speech at the start of the year was first an opportunity to take stock of the past months and to set new objectives for those to come.
Reorganization of governance and work to open up to the outside world enlivened the year which has just ended.
2024 was a year of RELAUNCH or from setting up new consultations (hand surgery or stomatology) but also realization of several projects (creation of a roadmap for the hospital, validation of the financing plan for the restructuring of the Auguste-Ridou nursing home, progress in terms of sustainable development).
In 2024le CH Eure-Seine a recruited 32 doctors and 169 non-medical staff. Present as president of the hospital's supervisory board, François Ouzilleau, also mayor of Vernon, took the opportunity to reiterate the support of communities to encourage the installation of doctors in the region. “The agglomeration, the municipality and the department are doing everything necessary to try to attract doctors and paramedical professionals by ensuring that the quality of life is good,” insisted the latter.

Some activity data in 2024:
Number of direct admissions to MCO hospitalization in Vernon: 10,257 (+916 compared to 2023, or +9.8%).
Number of emergency visits in Vernon: 26,661.
Number of calls to SAMU at CH Eure-Seine: 315,414 calls answered, i.e. +16% increase.
Fragile finances
On the financial side, the establishment is aware that its situation is still fragile.
Our financial situation remains very degraded despite a clear recovery in activity and real management efforts, unfortunately CH Eure-Seine is no exception in the landscape of public hospitals. Our structural deficit remains too high, around 10% of products on an overall budget of 275 million euros.
In this context, the hospital director detailed the three axes who will articulate the establishment performance plan : the development of activity and revenue (reopening of beds, and reduction in average length of stay, etc.) the control of expenses (optimization of support services) but also of investments (modernization and rehabilitation of buildings).
Horizon 2025
However, CH Eure-Seine has set several objectives for 2025. Three big projects will concentrate efforts in Vernon this year: the extension and restructuring of the emergency department, the restructuring of the outpatient surgery department and the extension and restructuring of the Auguste-Ridou nursing home. “The year 2025 promises to be just as rich in projects, and I am convinced that together, we will continue to meet these challenges with determination and solidarity,” concluded the director of CH Eure-Seine.
