Never have the authorities issued as many OQTFs as today: 138,000 in 2023, twice as many as ten years ago. These “Obligations to leave French Territory” seem to have become above all a communication issue. Five years ago, the President of the Republic Emmanuel Macron and his ministers promised to execute 100%. But in recent years, the rate of forced removal has fallen to 7%, a figure that has never been lower. Why always deliver more OQTFs and execute so few? From courts to detention centers, the journalists of “Complément d’Enquête” plunged into the heart of an administrative machine that was running amok.
