First joint signature for the new prefect of Seine-Saint-Denis, Julien Charles, and the president of the Department, Stéphane Troussel. Monday January 20, 2025, the latter and the mayor of Bondy, Stephen Hervé, met to initial the deed of assignment of a site of 5 hectaresoccupied until now by the regional delegation of the Institute of Research for Development (IRD).
Urban agriculture, entrepreneurship, crafts, media hub… In a few months, the actors of the social and solidarity economy (ESS) and associations will be able to come together in Bondy in this kind of “departmental third place”. “Given the history of the place, its geography in the heart of Seine-Saint-Denis and when we see all the possibilities for development…” for Stéphane Troussel, the opportunity was too good to recover this vast place created just 80 years ago. “It’s a new stage for the city,” adds Stephen Hervé.
A continuation of the incubators
The 17 buildings that currently make up the IRD are spread over an area of 10,000 square meters include, among other things, an auditorium, a library and even accommodation rooms. Taken over for 10 million eurosthe Department wishes on the one hand to “give this site back to the inhabitants of Bondy” and make it “a multifunctional and inclusive place”. “It is also an opportunity to open this space to the Bois de Bondy park,” adds the socialist president.
-“For some time, ESS stakeholders have been alerting us to find places,” says Stéphane Troussel. “They start in incubators, they grow, but then they cannot move because rents too high “, he says. With this location, Seine-Saint-Denis therefore wants to provide a range of less expensive premises for players who are too developed for structures often described as “startup accelerators”.
The signing of this project comes a few days after the announcement of the move of the Seine-Saint-Denis departmental council, on January 7. The grouping of its central services will leave Bobigny to land in Saint-Denis, in the Pulse building, the flagship of Paris 2024. “After the Olympics and a few days after Pulse, it’s a new project. Seine-Saint-Denis needsa strong investmentacross all of its territories,” underlined Stéphane Troussel. If the call for projects has already been launched, the arbitration of the new occupants of the premises will be done by the summer of 2025. Pending their arrival, IRD researchers can still stay on site for a few more months . They have until the first quarter of 2026.
