The First President of the Supreme Court Mamadou Mansour Mbaye, during the re-entry of the Courts and Tribunals, addressed the issue of revising the texts, stressing that it was necessary to reread several texts to give them better coherence .
“We would also like to remind you that it is necessary to reread several of our texts in order to provide them with better coherence,” he declared. He referred to the numerous requests for opinions to the Constitutional Council since 2016, emphasizing that these requests aim to clarify the intentions of the Constituent Power and the electoral legislator.
Before the President of the Republic Baissourou Diomaye Faye and his Government, Mr. Mahamadou Mansour Mbaye particularly insisted on the issues linked to the clarity of laws in sensitive areas such as electoral law and criminal law, which strongly mobilize the attention of public opinion, especially when they concern political issues or figures. “To do this, we must have a systemic approach and avoid partial or even piecemeal modifications which have no other effect than making our texts nebulous or even contradictory,” he warned.
