Human rights – Ms. Bouayach unveils 5 pledges from the CNDH at the World Congress on Enforced Disappearances held in Geneva

The President of the National Human Rights Council (CNDH), Amina Bouayach, announced, Thursday in Geneva, a series of commitments to support the implementation of the International Convention for the Protection of All Persons from forced disappearances.

The CNDH had submitted in 2003, “the recommendation for a truth commission to fundamentally break with serious violations of human rights”, and was also responsible for ensuring the implementation of its recommendations, sharing the 5 CNDH pledges, according to Ms. Bouayach:

The first : Organize multidimensional advocacy to implement the observations of the Committee on Enforced Disappearances, from October 2024, with all stakeholders concerned,

Two : Advocate for recognition of the competence of the Committee to receive and examine individual communications;

Three : Continue to identify around ten graves of former victims of enforced disappearances through DNA tests, some of which have already been carried out in collaboration with the families and the internationally accredited laboratory of the Directorate General of National Security.

Four : Ensure the promotion of the criminalization of enforced disappearance, as stipulated by the Constitution of Morocco and act for the harmonization of the draft penal code with the Convention and

Five : Ensure the preservation of memory through:

– digitization of the archives of the work of the Equity and Reconciliation Authority, and their delivery to the Moroccan archives;

– Access for researchers to the CNDH documentation space

– Protection of victims’ cemeteries,

– The rehabilitation of former irregular detention centers, in consultation with NGOs;

– The CNDH has implemented an action strategy relating to:

– Support universities for research in present history,

– Continue the publication of biographies of former victims of arbitrary detention and forced disappearance,

– Support NGOs in the 12 regions of Morocco for activities to promote memory.

– Finally, the CNDH urges the universal ratification of the convention and to make this first congress a platform for the promotion of a universal common ground against disappearance and torture.
