This is the solution found by the municipality to deal with this scourge which weighs on the City's finances. A deliberation validated by the municipal council so that the removal of any illegal dumping in public spaces is charged.
The war is on
Gournay-en-Bray has therefore decided to wage war against the waste that some people dump all over the city.
The aim is to no longer burden the municipality's budget with the costs incurred for cleaning operations on public roads. But also to make life more pleasant for local residents.
Illegal dumping is also harmful to the image of the municipality and indicates a lack of civility on the part of those who throw their waste in front of the cemetery, mistaking the place for an illegal dump.
Offenders will now have to put their hands in their wallets. It is not a fine that awaits those who consider the public domain as a dumping ground, but an invoicing.
Rather than filing a complaint, we will invoice directly.
It's going to hurt!
To know who owns the waste dumped in the street, the municipality relies “on the cameras and if there are witnesses it will be even better.” Will city services adopt the same strategy as in Sotteville-les-Rouen where trash cans are searched?
Asked about this, Mayor Eric Picard neither rejected nor validated this option.

A prohibitive price
A decision which will not replace the criminal sanctions (fines) already provided for by the Environmental Code and the Penal Code. As a reminder, the authors risk up to 1 500 euros fine. To this will be added the billing of the municipality.
To make this decision dissuasive, we decided that the price would be prohibitive.
The municipal council has therefore decided that any person dumping waste on the public highway will have to pay 250 euros. Pricing rises to 400 euros beyond 1m3.
For dangerous materials left carelessly on public roads, the perpetrators will be charged 1 000 eurosfrom 0 to 1 m3.
Any m3 started will be billed at full rate. If there is a repeat or multiple repetitions, the amount will be doubled.
Enough to deter the authors of illegal dumping.
