The Court of Auditors deplored the insufficient results of programs to combat illiteracy. In his presentation to Parliament this Wednesday, the First President of the Institution, Zineb El Adaoui, indicated that the implementation of strategic plans and programs to combat illiteracy, by the various actors, “has not still produced the expected effect to eradicate this scourge.

The results achieved in the area “remain unsatisfactory” despite the different strategies and the overall envelope of nearly 3 billion DH which was mobilized for the benefit of the National Agency for the Fight against Illiteracy between 2015 and 2023. The figures speak for themselves: the proportion of illiterates remains high among citizens aged over 15, with more than 9,240,000 people registered in 2021, which is the equivalent of an illiteracy rate of around 34.2% compared to 47.7% in 2004.

El Adaoui also deplored the absence of a classification system for associations working in the field of literacy, which would encourage them to specialize and organize themselves, on the one hand, and to facilitate the evaluation of their performance and the taking, during the selection process, of decisions based on precise information, thus helping to guarantee their sustainability, on the other hand. She also noted that the total public spaces dedicated to these training courses did not exceed 18% of the total places declared for the 2022/2023 school year.

Another black point noted, the presence which does not exceed 50% It reached approximately 40% in a sample of 14,263 classes, spread over 52 prefectures and provinces, “inspected in the field by design offices hired for this purpose, during the period 2019-2022”, according to El Adaoui.

She thus pleaded for the promotion of the effectiveness and efficiency of programs to combat illiteracy, in particular through a program contract between the State and the Agency in order to define the strategic and quantitative objectives to be achieved according to an appropriate schedule…
