Elabe, the Institut Montaigne and the SNCF, in partnership with France Info, Ici and numerous regional daily press titles*, publish “Distraught France in search of tranquility”3rd edition of the Territorial Barometer.
This major survey includes more than a hundred questions, asked to 10,000 people throughout France, with a representative sample of residents of the 12 metropolitan regions..
After “France in pieces” during the “yellow vest” crisis (1st half of 2019), and “A convalescent France, a close France” coming out of Covid (2nd half of 2021), this 3rd edition focuses particularly to understand how the French and the territories in which they live adapt to the stacking of social, ecological and political crises, and what future citizens aspire to in this period of upheaval.
This vast study reveals:
-
Of the major national lessons about France today with a double perspective, sociological and territorial
-
Five major portraits of French people who, through their social and territorial trajectoriesare looking for an adaptation of their lifestyles and consumption
-
An analysis by region highlighting the specificities of each of them
Among the main lessons to remember:
#1 Insecure French people:
- Downgrading weighs on daily newspapers
- The climate of insecurity strains relations in all territories
- Climate dangers threaten homes and jobs
- Health insecurity weakens rural, urban, young and old people
#2 A France that we love… but which has become a colossus with feet of clay:
- Loss of economic power
- Broken social model, ineffective redistribution, education system no longer up to par
- Loss of influence on the international scene
#3 For almost everyone, change is not an ideological debate, but a pragmatic choice. In an era of permanent crises, adapting is a survival reflex, a necessity
No, we are not “refractory Gauls”: 79% of French people are ready for change
#4 The ability to adapt, the new inequality:
- 54% of + graduates know their environmental impact, 31% of – graduates
- 77% of the more modest are hampered by lack of financial means, 51% of the more affluent
- 63% of urban residents can choose the train over the car, 39% of rural residents
#5 “Power to live”: a forced adaptation to slow down the fall
Whether you are an executive, teacher or worker, most French people are forced to adapt, to make new trade-offs, to count in order to preserve “what matters”
#6 Climate adaptation: not a commitment, a need for protection
But an adaptation prevented, hindered in a territory which itself does not adapt
A new breeding ground for anger, social and territorial injustices
#7 From the 10,000 adaptation stories, 5 main paths emerge for adapting to crises:
- The “prevented” (20%)
- The “combative” (18%)
- The “precursors” (20%)
- The “disoriented” (21%)
- The “casual” (21%)
#8 To protect ourselves from economic, physical, health and climatic insecurities, to protect our model of solidarity: the French are overwhelmingly choosing solidarity
But doubts and divergences about the viability of the system
#9 The search for new balances, a new stability to find security
The need for security is crucial and collective, stability is essential for everyone
The need to see beyond tomorrow, secure your near future and anticipate
