Saly, January 11 (APS) – Several actors from civil society, technical and financial partners pleaded in Saly (west), for the involvement of civil society in the process of developing and budgetary management of the structures of the State, noted the APS.
“We noted that the public, civil society actors are not sufficiently involved in budgetary management, both in the development, the execution, and in the control”, underlined Cheikh Tidiane Cissé, director of budget programs. the 3D NGO.
Mr. Cissé participated on Friday in a seminar on the methodology of the open budget survey (EBO).
»Despite Senegal’s efforts to improve transparency in the management of public finances, there are still many challenges that arise (…), in terms of public participation in the budget development process, implementation of the budget, including aspects related to discussions with the populations,” noted Mamadou Mansour Diagne, responsible for the USAID components of the public finance support project.
“Budget management must be open to the public, so that they can participate in the budgetary process for more transparency,” insisted Cheikh Tidiane Cissé.
According to him, beyond the “efforts” made by the State, the open budget “remains to be institutionalized”.
-A challenge which arises all the more since “Senegal has committed to the WAEMU directives so that citizen participation constitutes an important element in the transparency code”, he continued.
The Open Budget Survey (OBS) is an independent global assessment conducted every two years by the International Budget Partnership (IBP), to gauge transparency, public participation and fiscal oversight of governments.
According to Mamadou Mansour Diagne, Senegalese civil society has carried out advocacy in the public finance sector, to push our leaders to open up to discussions with a view to its participation in the development of the budget.
